Comment on Off-Shore Oil Drilling

The Town of Kill Devil Hills has developed a page on their website detailing the US Bureau of Ocean Energy Management’s comment period on a plan that would open all Atlantic Ocean waters bordering the east coast of the United States to offshore oil drilling.
The comment period on the five year plan ends on March 8, 2018.

The Bureau of Ocean Energy Management will be holding an information forum about the plan on February 26th at the Hilton North Raleigh Downtown, located at 3415 Wake Forest Drive. The Outer Banks Chamber of Commerce is coordinating an effort to take people by bus to the meeting. For info on the buses please follow this link.
The Raleigh meeting is for informational purposes only and will provide an opportunity for attendees to ask questions and interact with BOEM staff.

Town/County Updates

Dare County – Town Code Update Project

Southern Shores – The Planning Board will hold a Special Meeting on February 5th at 5:30 p.m. in the Pitts Center for the Board to continue discussion of the Module One Notes in Module One of the Town Code Update Project. Currituck County – A meeting was held last week on Currituck’s renamed mega-site project – Currituck Station. Virginian Pilot reporter Jeff Hampton attended the meeting and said the plan could triple Moyock’s population.

Duck – Town Council will conduct the following public hearings on Wednesday, February 7th at 7 p.m. to consider the following:
• An application for a conditional use permit to convert a small portion of the existing Growlers to Go retail business into a four-seat eating/drinking establishment in the Loblolly Pines shopping center at 1187 Duck Road. Specifically, the following amendments are proposed: (1) Add subdivisions resulting from probated wills to the list of exempt plats in Subsection 155.01. (2) Add an expedited review process for specified types of small subdivisions in Subsection 155.02.
• A proposal to add an informal internal review process from a building inspector’s decision in Chapter 151, the Buildings & Structures Ordinance in compliance with recently adopted N.C. Session Law 2017-130.

Kill Devil Hills – The Board of Commissioners meets this Wednesday at 5:30 p.m. There are two items on the Agenda under New Business for consideration and action by the Board:
• Land Use Plan Update – Citizen Participation Plan – Commissioners will decide on moving forward with a plan to engage citizens on the update of the Town’s Land Use Plan. A consulting firm was hired to develop the plan which includes Planning Board worksessions, Joint Commission and Planning Board workshops and an interactive website. The plan can be viewed by clicking here.
• Workforce Multi-Family Housing Density Bonus – Staff will present Commissioners with options for regulatory relief when workforce housing units cannot be converted to market rate properties.
